Infrastructure in a project is not an incidental cost, but rather the cost of developing the area, which is factored into the financial model. At the same time, technical regulations, regional standards, and incentive programs are subject to change depending on the situation. This increases the project’s cost and may prevent the fulfillment of obligations to build public facilities. How can one determine the limit of the infrastructure burden in advance and maintain the project’s financial viability if the initial conditions have changed? How can you launch the first phase without waiting for the entire site’s planning to be completed? The master plan, as a tool for breaking down the project, allows you to structure the site’s development in phases: identify the solutions needed to launch the first phase and prepare amendments to the general plan and zoning regulations without waiting for the detailed site plan to be finalized for the entire project, where permissible. Let’s discuss how this approach helps reduce the financial burden at the outset and generate revenue sooner.

Exceptions are provided for engineering protection structures and measures. Decree of the Government of the Russian Federation No. 360 of April 18, 2014, identifies the provision of engineering protection for a territory as grounds for terminating the existence of a zone; however, the zone ceases to exist only after the relevant information is removed from the Unified State Register of Real Estate (EGRN). How should a project be implemented during the period between the establishment of protection and the completion of this procedure? What should be done if only part of the territory is protected? We will separately address issues regarding the continuation of previously started construction, the validity of issued permits, and obtaining permits for subsequent facilities.
